If humanity were left to itself, it would eventually stagnate and die. Humans would return to barbarism and the links between the worlds would be lost. As unfortunate as it is, warfare forces humans as a species to continually try to better themselves.
As for your universe's Bureau...it is my understanding that my galaxy is far in the future in comparison to most worlds that connect here. Your Bureau may not still exist, or traveling to our dimension may be too dangerous thanks to the Overcosm and Tacheon universe.
